    摘要 水电是可以重复利用、无污染的清洁能源,运行费用低廉,而且水相比于传 统的煤、石油以及核能等能源具有很大的资源优势。在对传统能源的消耗日益增 大,能源储量日益紧张的情况下,水电的优势更加明显。我国地域广阔,水能资 源丰富,在水资源蕴藏总量以及可开发的水资源上,都居世界第一,水电事业的 大力发展不仅为国民经济和社会发展作出了重要贡献,同时也带动了电力装备制 造业的繁荣。水电投资项目的可行性研究是伴随着水电站的大力发展而兴起的, 这类项目的发展时间较短,可供参考的历史资料比较少,相较于传统的项目可行 性研究,需要更多地考虑到水电投资项目本身的特点,不能全部照搬一般性可行 性研究的内容和方法。而且水电投资项目的投资金额一般比较大,需要进行完善 的可行性研究和风险性研究才能进入项目的招标阶段,可行性研究的一个重要部 分就是项目的经济评价。 本文依据现代项目管理理论的基本原理,结合水电投资项目的特点及实际情 况,以具体的水电投资项目为例,对水电投资项目的可行性进行了实证研究。项 目的可行性研究是依据国民经济与社会的发展战略,对建设项目的各项技术、各 因素进行经济分析、预测和计算的活动,同时还要考虑到项目所在行业及地区发 展规划的要求,从市场、技术、财务和国民经济等方面对项目的技术方案进行综 合分析,为投资决策提供科学的依据?尚行匝芯恐饕ㄋ母霾糠值哪谌,即 市场需求分析,技术分析,财务分析和国民经济分析,其中财务分析和国民经济 分析又合称为项目的经济评价。文章首先介绍了选题背景、研究现状、研究目的 和研究内容等。接着详细介绍了项目可行性研究的发展历程,可行性研究的内 容,风险分析的内容和方法,在可行性研究部分重点介绍了经济评价的内容和方 法,并介绍了水电投资项目可行性研究的特点。其次对YNH水电项目进行了需求 分析和技术分析,详细介绍了YNH水电项目的基本情况,包括开发任务及工程规 模、工程布局及技术要求、施工组织及项目管理能力等。然后对YNH水电站投资 项目进行了经济评价分析和风险性分析,以此确定该项目的投资价值和风险性。 经济评价分析包括现金流估算、财务评价和国民经济评价。风险分析包括风险因 素识别、风险评估以及风险处置。最后通过实证研究的结果,对该项目的可行性 与风险性进行了评估,并对全文进行了总结。 I摘要 本文通过实际水电投资项目的案例研究,希望进一步探索可行性分析和风险 性分析在水电投资项目中的应用和推动作用,总结实际运用中的经验教训,为今 后的水电工程项目提供一些参考和借鉴作用,同时为深入研究项目可行性分析的 学者提供具体完整的案例素材。 关键词,水电站投资,项目管理,可行性研究,经济评价 IIABSTRACT ABSTRACT Hydropower is reusable, non-polluting clean energy, low operating costs, and water compared to conventional coal, oil and nuclear power and other energy resources has great advantages. In the traditional energy consumption increasing, energy reserves increasingly tense situation, the more obvious advantages of hydropower. Our vast, rich in water resources, the total water resources and water reserves can be developed, both ranking first in the world to develop hydropower cause not only for economic and social development has made important contributions, but also led to the electric power equipment manufacturing industry boom. Feasibility study of hydropower investment project is to develop along with the exploring rise of hydropower. There is relatively few historical data for reference because of the short development time of these hydropower projects. Compared with the traditional project feasibility study, the hydropower investment project needs more to take the characteristics itself into account. Besides, investment in such projects are generally relatively large, which need comprehensive feasibility study and risk study before entering the bidding phase of the project, and the economic evaluation of the feasibility study is an important part of the project. This study is based on the basic principles of modern project management theory, combined with the characteristics and the actual situation of investment in hydropower projects, taking a specific investment in hydropower projects for example, for investment in hydropower projects in the economic evaluation methods empirical research. Feasibility study of the project is based on the development strategy of the national economy and society, the technical construction of the project, the factors for economic analysis, forecasting and activity computing while also taking into account the requirements of the project where the industry and regional development planning, in terms of market, technology, finance and national economy such as a comprehensive analysis of the technical solutions of the project, provide the scientific basis for investment decisions. Feasibility study mainly includes four parts, namely, IIIABSTRACT market demand analysis, technical analysis, financial analysis and economic analysis, including financial analysis and economic analysis and economic evaluation of projects collectively known. The article first introduces the background, research status, research purpose and content, and then introduces the development process of the project economic evaluation system, the contents of the economic evaluation method and its characteristics, the content and methods of risk analysis. Then YNH hydropower project needs analysis, and details the basic situation YNH hydropower projects, including the development task and project size, layout and technical requirements engineering, construction and project management capabilities. Next to YNH hydropower investment projects carried out economic evaluation and risk analysis in order to determine the investment value and risks of the project. Economic evaluation analysis includes cash flow estimates, financial evaluation and economic evaluation. Risk analysis includes risk factor identification, risk assessment and risk treatment. Finally, evaluate the feasibility of the project and risk assessment, and summarize the full text. In this paper, the actual investment in hydropower projects through case studies, we hope to further explore feasibility study and risk analysis applications and promote the role of investment in hydropower projects, summarized the practical application of lessons learned to provide some reference for future hydropower projects and reference while providing specific and entire case study material for scholars who are doing a further research in feasibility study.
